Putting an end to the City Stickers and Local Decals.

In 2001, Phil Kellam campaigned on a promise to push for the elimination of city stickers in Virginia Beach. Despite criticism on several fronts, Phil remained committed to his goal and consistent in his message. Finally, on June 11, 2002, Virginia Beach City Council voted to end the requirement for city decals. Since then, other localities in Virginia have followed Virginia Beach's lead and several other localities across the state are considering it as well.
