Pros:
- Eliminates the unnecessary local registration of personal property. Simplifies the registration process for citizens. Simplifies the administrative process for government.
- The state's staggered monthly renewal periods eliminate the "bottleneck" created by the treasurer's compressed renewal period of 45 days, hence no long lines at the city treasurer's four (4) offices.
- The DMV registrations provide precise information on property not discovered through the treasurer's city sticker registrations. This allows the commissioner of the revenue to discover and assess more taxes for the treasurer to collect.
- Saves local tax dollars since the DMV already administers the state license registration process. Savings realized from cost of printing stickers, postage for mailing renewal declarations, postage for mailing stickers and associated staff savings on treasurer's mail room clerks and city sticker clerks to administer hundreds of thousands of city sticker records.
- Delinquent personal property tax collection is simplified by the DMV's refusal to renew or issue state registration to any applicant who owes personal property taxes (See HB486).
- In 2002, PPTRA is scheduled to eliminate the personal property tax on 82% of taxpayers in Virginia Beach.
- Probable increase in the collection of revenues since the treasurer's staff should be more available to pursue collection of other fees and taxes due the city.
- If the city council retains the local license fee, then registration and payment can be consolidated with the state fee and paid at the DMV. This process eliminates gridlock by spreading the registration renewal dates over 12 months rather than consolidating everyone's payments into a single 45-day period. Convenient options that are currently not available through the city treasurer's office such as credit card payment and Internet access are available through the DMV. The DMV also offers statewide office locations.
Cons:
- City council may determine the local license fee cannot be removed.
